BMC to Digitise Civic Administration with E-Office System for 14,000 Users

Mumbai's BMC is preparing to introduce an e-office system for around 14,000 users in phases. The initiative aims to speed up file approvals, reduce paperwork and improve transparency through digital workflows, staff training and technical support.

The Brihanmumbai Municipal Corporation (BMC) is preparing to digitise its administrative operations by introducing an e-office system designed to accelerate official processes, reduce paper consumption and improve transparency. Around 14,000 users will be onboarded in phases, Municipal Commissioner Ashwini Bhide said.

The new system will enable the digital processing of files, correspondence, proposals and approvals, reducing the civic body's reliance on physical paperwork.

Preparations for the rollout were reviewed during a monthly meeting of BMC departments held at the Command and Control Centre in Worli on October 17. The meeting focused on the technical infrastructure, staff training and administrative planning required to implement the system.

Additional Municipal Commissioners Dr Vipin Sharma, Abhijit Bangar and Dr Avinash Dhakane attended the meeting, along with Joint Commissioner (Vigilance) Dr M Devender Singh, Deputy Commissioner Prashant Gaikwad and other senior civic officials.

Digital Processing of Files and Approvals

Developed by the National Informatics Centre (NIC), the e-office platform is being implemented in the BMC in accordance with a Maharashtra government resolution.

Under the new system, notes, drafts, proposals and approvals will be processed online through a defined workflow. Officials will also be able to create, manage and transfer electronic files between departments and officers.

The platform will support the recording of incoming and outgoing correspondence, scanning of letters and tracking of action taken. Digital signatures will be used to approve notes, drafts and orders.

Officials will be able to monitor file movements, pending cases, decisions and correspondence through the digital platform. A centralised digital repository will also facilitate the preservation and retrieval of official records.

Training and Technical Support for Employees

The BMC will roll out the system in phases, with roles and responsibilities defined at each administrative level. A circular has also been issued to ensure the effective adoption of the platform across civic administration.

The Information Technology Department will conduct a training-of-trainers programme for nodal officers. A centralised helpdesk will be established to address technical issues, while core teams led by department heads will supervise implementation.

The civic body is also working to provide the necessary computers and technical infrastructure and train employees to operate the platform. Digital Signature Certificates have been provided to officers authorised to sign documents.

Bhide said the initiative was expected to streamline administrative processes, reduce paper consumption and strengthen transparency and accountability in the civic body's decision-making.

With around 14,000 users scheduled to be onboarded in phases, the e-office initiative is set to change how the BMC handles official records, interdepartmental correspondence and administrative approvals, placing digital workflows at the centre of its operations.
